Yes, they can. However, this top 4 pick QB could be on the 53 man roster but not active on game day. Which raises the question: How does a team develop a rookie QB who isn't active on game days without carrying 3 QB's on the active (46 man) roster?
I wasn't refering to Kevin Hogan. He's all but gone. I don't believe Taylor or Stanton have any practice squad eligibility remaining. Therefore, tge only QB left that would is whoever is picked in one of the top four spots.
You need to cut a player to sign him to the practice squad...so, no, our top 4 pick will not be going to the practice squad. It isn't just another designation of the roster. The practice squad players get paid around $125,000 a year if they are on the PS for the entire season... Edit: AND, other teams can sign any practice squad player at any time, so you would expose that player to free agency essentially.
