He doesn't need the season and the steelers could tag him again at the same rate but why would they? They could instead use the money to bring in pieces or work out a sign and trade.

The same applies. If he were to sit out all of this season, he'd go into next season the exact same way he came into 2018. The Steelers either let him walk, or they tag him again. And he could again refuse to sign the tag and bring everything right back to where it is now

One more time, Gid . . . NFL tampering rules PROHIBIT teams from talking to players - or their agents - if that player is not a free agent (which Bell isn't). So . . . If a team can't put an offer in place, how would they come up with a deal that would make Bell happy?
They could before tagging him next season give him permission to talk to teams and do a sign and trade.
If Bell shows up week 10 and then is subsequently suspended for team violations, would he accrue his year of service?
No because If he was suspended a whole season he wouldn’t accrue a year of service. So if he sat out ten games then got suspended he wouldn’t meet the minimum of 6 games.
Team violations wouldn’t stop him from accruing his season in the league. I thought you meant a league suspension. Teams still have to pay you if they suspend you, so you accrue.
