They're all staged, nothing happens randomly. Contracts are signed beforehand, they sometimes hire actors.

I was walking down the street the other day, I got invited into this grand opening of a coffee house and they gave me a free coffee. On my way out, they had told me that I was being filmed by hidden cameras and will be in a commercial. They asked me to fill out a form giving them permission to use me in the commercial, I said what the heck, go for it.
