1) is correct. It's Multiple Miggs. He was next to Lecter's cell. Later on they heard Lector speaking to him and he swallowed his own tongue. LAOJOE - Since you were so unsure of your answer and if he was from the movie - how did you get his name right ?

When Foster slowly walks down the hallway, she passes all 3 and you see them. Then she gets to Lecter's cell.
