Baseball is baseball and the language barrier for signs and pitchers should be known if you want to play in America. My college buddy is a professional baseball agent and he learned Japanese, Chinese and Korean to speak to his clients. Why can't they learn our language?
I really don't think translators are necessary on the mound, in my opinion. Let that be the job of the catcher and coaches. Nothing wrong with translators being near by, but they don't belong on the mound.
