Chrisoph Waltz has played some great bad guys. His role in Inglorious Basterds? Fantastic. You hate that dude with a passion, and he makes for incredibly tense scenes. If he gets the chance to reprise his role in James Bond's Spectre, I hope writers give him the room to really up the ante.
Waltz basically won his second Oscar for portraying the same character in Djando Unchained as in Inglorious Bastards. His first Oscar was deserved, not his second one. I thought Spectre was awful and Waltz's villain was one of the lamest ones yet. I thought they were radically different roles. Haven't seen either in a while, but in one, he was a Nazi. In the other, he was helping the protagonist get revenge (see: relative good guy). I don't know or care anything about awards, in the slightest, though.

not the role itself Axe-his mannerisms and how he acted in the role. it's the same acting performance twice. on a poll of the top 10 Not Deserving Oscars it says the same thing about Waltz.

another jerk was Curly the Farmer's asshole son in the Of Mice and Men remake with Gary Sinese and John Malkovich. I'm glad Lenny crushed his prized boxing hand.
Had Udo as my profile image a couple times. He's an all-time great character, villain or not. Since this is personal favorites I'll think on it and add some later tonight.
After putting some thought into this, the first villain I am going to list (in no particular order) is - Simon Phoenix
i read the actor that portrayed him went to the Naval Academy in Annapolis, MD and Cornell and I think graduated HS at an early age. pretty impressive.
