Not to get geeky here but what he's doing is throwing it off his index finger instead of letting it slide of his middle finger. That flattens the action
When you do that your slider now becomes a real crappy cutter. Difference is the speed and movement. Cutter is a fast subtle slider, a good cutter can be thrown 3-5 mph harder due to less spin. Basically its easier for the hitters to see because it doesn't bite
