Its not. Doesn't survive contact with the ground without the ball moving. If the ball didnt move upon contact with the ground then its a TD but thats not what happened.

Also the officials ruled that incomplete so it needs to be clear to overturn. If nothing else its too close to overturn. If they give them a TD thats a travesty.
