I was wondering if I'm allowed to bid on new free agents now? My roster is currently at 29 and I have 4 bids on players still to be decided which 2 I will not get as I have been outbid and will not bid anymore.

If I can, how many new players can I put a bid on?

You have 35 roster spots, so if you are currently at 29 filled, you can have up to 6 bids active at any time. Once you are outbid, that bid becomes inactive and no longer counts. So, even though you have 4 bids, only 2 are still active due to you being outbid on the other 2. Which means, you currently have 4 more bids to use, plus the 2 that are currently high bids.
