With how long this delay is running, it makes life really difficult. If the plan is to use Kwiatkowski at OLB, this necessitates him playing ILB at practice, as well as likely early season. Reduces necessary reps at OLB. Bears have HOFame game, which means less real practice time, compounding things. Get this done. I don't understand the holdup.

Hope you guys get this kid signed soon. I like what he brings to the table. The Browns just signed their two top 4 picks in consecutive days and they did it with offset language in the contracts. I haven't been able to find anything on Josh Allen's offset language decision, but if his also has the language in it, I don't think Smith's agent will be able to hold out. I would be willing to bet he is in camp tomorrow. Isn't Smith's agent the same agency that represents Allen?
I just read that if Smith hasn't reported to camp by Aug 2nd then we could be in some trouble. There have been other Bear choices who have done this before too.
The contracts at the top of the draft are fully guaranteed. With offset language, a team that cuts a player taken at the top of the draft within the four years of his contract receives a dollar-for-dollar credit if/when he lands with a new team. With no offset language, the player gets to double dip, keeping the money he gets under his rookie contract and pocketing whatever he makes elsewhere.
It mostly protects the organization, but the player can negotiate to receive roster bonuses to offset their own risk.
It appears that the offset language might not be the only sticking point. Apparently these ridiculous new helmet rules could wipe out guaranteed money. Wow, if that's accurate, you really can't blame the guy for holding out. There is no way to insure that you won't get fined for a rule that was just enacted and has never been in play in any game prior to the upcoming season. This will be a learning process and to take away guarantees that are there for every other player on their rookie contracts is utterly ridiculous. The teams need to work with the players to learn the new rules, rather than take away their rights if they inadvertently get penalized.
