It appears Elway is trying to weaken the compensation the Browns could receive in a trade up to 4. By announcing that 5 is for sale, combined with the fact that teams don't believe the Browns would take a 2nd QB it makes 5 the more desirable target. The only way to combat that would be to make teams think you may draft a 2nd QB and put him up for sale.
