You guys don’t understand. Nobody is drooling over themselves for Baker Mayfield except you Browns fans. 6’ and under QBs aren’t on anyone’s top slot on their draft board.
Brett Favre was a 2nd round pick. Personally I loved Favre in college, but his game and Mayfield's game are nothing alike. To be totally honest Allen is closer to Favre than anyone in this draft IMHO. I wonder why people believe other GMs before the draft, but think the Brown's GM is putting up smoke screens? They might be trying to con the Browns into taking a QB that they know shouldn't be picked 1st, just like Cleveland might be acting like they aren't picking the man they want.
Sometimes the bluff is to fool some other teams into trading with you. The Browns need to quit trading the picks and build a competitive team already.

I'm having trouble understanding how Cleveland can affect another team to trade up a spot below them? I realize the Jets have jumped to #3 pre-draft but that tells me they are comfortable with 3 QBs. Otherwise they don't make the move. Anyone that jumps to #2 is either going to be comfortable with at least 2 of the QBs out there or they are going to wait until after Cleveland picks. Maybe I'm missing something?

If a team considering moving up to #2 is comfortable with at least 2 of the QB's out there then they would have their top choice of those 2. The Jets moved up pre-draft to ensure they would get that spot without a bidding war while the Colts were on the clock. A team moving up to #2 would probably prefer to negotiate that trade without the constraints of the ticking draft clock.
Plot twist: the "friend" of John Dorsey's who recently gave Peter King the Browns' draft board (Allen at #1, Barkley at #4) is *also* the unnamed source who's suggesting the Giants really want to trade down. And let me reiterate...
