The florida teams should do well for a long time to come, a clear advantage over the rest of the league. With the state taxes being as low as they are, add in the weather and low profile they could keep, you have a winning formula.
When other teams have to pay $1.5 to $2M extra to elite talent just to ensure the same net income they could provide, it's not an even playing field.
This cap system is flawed and should be adjusted accordingly.
